(CNN) — U.S. Vice President Mike Pence said Thursday in Turkey that he and Turkish President Erdogan have agreed to a cease-fire halting Turkey’s invasion of Northern Syria, which was launched after President Donald trump effectively gave Turkey a phone call with Erdogan earlier this month.
The deal appears to provide Turkey with most of its military objectives, forcing America’s one-time allies in the fight against ISIS-Kurdish forces-to cede vast territory, with one senior U.S. official familiar with operations in Syria telling CNN that the Deal meant the U.S. was “confirming what Turkey did and allowing them to Annex parts of Syria and displace the Kurdish population.”
The Turkish government insists that the agreement is not a ceasefire, but only a “pause” in operations in the region, reflecting Ankara’s views on the status of the Syrian Kurds.
As part of the deal, Pence said Turkey would “suspend operation Peaceful spring to withdraw the (Kurdish) people’s protection units (YPG) from the safe zone for 120 hours, “referring to Ankara’s official name for the unilateral military offensive.
“All military operations will be suspended and operation Peaceful spring will be completely halted upon completion of the withdrawal,” Pence said.
“This also includes Turkey’s agreement on any military action against the Kobani community,” he continued, referring to the Kurdish-held town on the border with Syria.
Pence said that the Turkish operation will end when the forces of the people’s protection Units complete the withdrawal.
Once a permanent cease-fire is reached, Pence said the President will lift sanctions that were imposed on Turkey last week.
However, Turkish foreign Minister Mevlut Cavusoglu said during a televised news conference on Thursday that the agreement “is not a ceasefire.”
“We will suspend the operation for 120 hours so that the terrorists leave,” Cavusoglu said, referring to the Kurds. “We will stop the operation only if our conditions are met.”
U.S. special envoy for Syria James Jeffrey, who participated in the talks in Ankara, told reporters that the agreement would focus on “those areas where the Turks have penetrated northeastern Syria, “saying,” the Turkish army has captured most of the territory in a very short period of time.”
Jeffrey acknowledged that America’s Kurdish partners would cede much of the territory to Turkey’s control, saying: “there Is no doubt that the people’s protection Units want them to be able to stay in these areas. In our assessment, they have no military capability to hold these areas.”
“So we thought a cease-fire would be much better for us – besides saving lives, which is very important for President trump and Vice President Pence – we also thought it would be much better for us to try to get some kind of control over this chaotic situation,” he added.
Trump said the agreement is “an amazing result”
Trump called the agreement an “amazing outcome” and expressed hope that the ceasefire would last more than five days.
“The Kurds are very happy. Turkey is very happy. The United States is very happy. And you know what? Civilization is very happy. It’s a great thing for civilization, ” trump said after Pence’s press conference.
The commander of the Kurdish Syrian democratic forces (SDF), General Mazlum Abdi, said in a telephone interview with the Kurdish Ronahi TV channel that the Syrian Democratic forces are ready to observe the “ceasefire” and will do everything necessary to achieve it.
Abdi also said that “the US has given us assurances,” promising that Syria’s Democratic forces will do everything possible to secure a ceasefire.
However, the General stressed that the agreement applies only to the current war zone, from RAS al-ain to tal Abiad in Northern Syria, and not throughout Northern Syria.
The SDF General command also issued a statement saying that the ceasefire had come into force.
A statement issued by the General command of the Syrian democratic forces said the Syrian Democratic forces would abide by the ceasefire and called on Turkey to commit to it.
A senior U.S. official told CNN that the deal with Turkey is, in fact, a confirmation of the Turkish offensive.
“In fact, it is, in fact, the US that confirms what Turkey has done and allows them to Annex part of Syria and displace the Kurdish population,” the official said. “This is what Turkey wanted and what POTUS green lit. I think one of the reasons Turkey agreed to this is because the Kurds put up more resistance and as a result they were unable to advance South. If we do not impose sanctions, Turkey will gain a lot of time.”
Brett Mcgurk, the President’s former special envoy for the Global coalition against ISIS, wrote on Twitter that the new agreement could not be implemented.
“The US has just ratified Turkey’s plan to effectively expand its border by 30 km into Syria without being able to significantly influence the facts on the ground. Turkey says the entire border from the Euphrates to Iraq (450×30 km) will be controlled by its armed forces. Unworkable, ” Mcgurk wrote.
Republican members of the Senate are also concerned about the deal.
“What we did to the Kurds will be a blood stain in the annals of American history,” he said.
Republican Senator Marco Rubio of Florida tweeted that the American delegation “deserves praise” for the agreement, but added that it “does not seem to signal a ‘ceasefire’ for Erdogan’s purposes. He still plans to rid the area of the Kurds
The cease-fire, similar to the previous agreement
Thursday’s proposed ceasefire is similar to the previous “security Mechanism” agreement reached with Turkey earlier this year.
As part of the agreement, the U.S. persuaded the Syrian democratic forces to dismantle their defenses and withdraw fighters from the border to reassure Turkey.
The Kurds complied with a request to retreat and dismantle their fortifications, and the US said the agreement was working ahead of schedule. Despite these efforts, Turkey decided to invade.
Asked about the prospects for a ceasefire given the fate of the now-defunct security mechanism agreement, a senior US administration official recently said: “We are very aware that the Turks have made an agreement with us and they have decided that they will withdraw from the system of this agreement and we are very concerned about what is happening again.”
